Possibly, states like California don't ask question when issuing drivers licenses and the IRS issues them a sort of identification number to substitute for a social security number(I forget exactly what its called).
But yes if a spic from California came to Arizona and got picked up by ICE, he could be deported. A lot of the services for illegal spics in Cali depend on non-enforcement of the law by state and local officials.
