It means it's virtually hidden from view from everyone but those who frequently visit the sub anyway. Quarantines mean nothing to those who visit the sub everyday, but on a larger scale, it's a form of censorship in that none of the content shared and upvoted there will ever make it to any trending lists or appear on r/all. Basically the entire sub's been silenced but is still accessible only if you know and willingly choose to visit it.
