From the collection of businesses near the offramp this is likely a town in the middle of nowhere whose sole purpose is go serve as a stopover point for long distance drivers, a place to fuel up, get food quick, maybe grab a souvenir from an obscure town, and then move on. Multiple gas stations, multiple food shops, various other stores. Why is this bad for the common man?
Walmart, for example, operates on a 3.2% margin. That's extremely small. Yet, they provide goods and services to even the most remote places in the country. If a government program did what Walmart did, and with as small margins, it'd be considered the biggest government success ever.

The whole existence of this area is so people can stop quickly, and get food, gas, and stretch. There usually is a hotel or two, but people only stay for one night, and get back on the road in the morning. The kids of local farmers are all the workers, and when they’re done they go back into the country. The actual town is probably a few miles away, and has none of that shit. This way people can benefit from having an exit by them, but never have to live there. Here’s a photo of an actual downtown
