no one had to, because it was ineffective, it did not take any "assault weapons" out of circulation or stop any DIYer from fully automating any semi-auto they wanted to. full-auto conversions can literally be done with hand tools. automatic weapons can be crafted in any average machine shop. even the taliban put out instructional videos of how to make full auto ak47s using nothing but scrap metal and hand tools in caves. the only thing the assault weapons ban did was make it harder to go buy one legally, which was still possible with the right paperwork and hoop-jumping. hence why the ban expired. it did nothing and stopped nothing.

Confederacy lost because it engaged in a full scale military conflict with no manufacturing infrastructure. It still fought hard as hell though and inflicted high casualties.
A modern civil war would be completely because it would be essentially all of rural America (not the North vs the South) vs leftist controlled cities. Also, it would be guerilla warfare and insurgencies. Literally all we have to do is attack the power grids (which are difficult to defend) to major cities and other key areas causing riots and shit that the remaining government forces and police would have to deal with. Meanwhile, most of the military would desert and take equipment with them.
