You'd need a point where there is enough widespread discontent that even the people not fighting would need to agree something has to change. It doesnt even have to be to the point that they think it needs to change to your side, but insurgency needs sympathetic neighborhoods. Look at Iraq, Northern Ireland etc. Funny enough many black neighborhoods in them super effective if there was some sort of black uprising.
