If you were to aggregate public opinion, your average American views illegal immigration as a “concern.” As far as political salience, the aggregate of the American public ranks illegal immigration in importance BELOW the following issues: economy, national security, 2a right/gun control, and a list of social issues, to name one, abortion. Because most of the American public is not directly harmed by illegal immigration. And many don’t understand how they are indirectly harmed or if they do, it does not move the salience meter that much. They still care about other issues far more than illegal immigration. The reason Obama did more to stop illegal immigration is so that it creeps up on your average voter, who is still most concerned with the economy, national security and social issues. They don’t view illegal immigration as a national crisis. Obama deported more illegals for the same reason he didn’t fly cargo planes to Guatemala, bring their entire population to the US and set them free. That would have been too much too soon. That would be a jolt to your average voter. That would have caught your average voters attention. It would have actively harmed the direct interests of many voters. Globalists are playing the long game and have been for decades. Counter-intuitively, the only way to solve the problem with illegal immigration is to let it become a full blown national crisis that people will demand an immediate and permanent solution to.

Every President is a puppet. Some are enthusiastic puppets. Some are reluctant puppets. Some try find ways to cut the strings - that hasn’t worked out yet. My ideology doesn’t matter. Here is a question you might want to ask:

I did answer your question, the apparent drop in "deportation" (and in fact the spike in "deportations" under Obama relative to Bush) was due to the administration playing with statistics. It was a favored Obama admin tactic, they used it in a wide range of policies and departments.
"Interior Removals" declined 40% between 2008 and 2012, but the administration statistics showed a large increase in deportations compared to the Bush administration. If Obama had not fudged statistics he would have appeared to immediately begin shutting down deportation apparati of the federal government, which coincidentally is also what the CBP and ICE say he did.

Kushner works for Trump. Not the other way around. Kushner is a savvy operator and has been key to some of the biggest successes in the administration.
