Because the vast majority of both parties actually want immigration. Democrats want the votes, and Republican landlords, business owners, and bankers want to raise rent, lower wages, and collect interest on new loans to people not burdened with debt. Some Republicans are, thankfully, waking up that once we hit a tipping point our entire society will collapse and we'll all be worse off for it, but they assume they'll either be in the top most ruling class when it happens (in which case they won't fell it) or they'll be able to flee to another country.
