I work as a GP in Canada with some experience in low risk obstetrics and it is standard practice to do delayed cord clamping. We only do immediate cord clamping if we need to move the baby to the warmer right away for resuscitation. I don't know what is standard of practice in the United States but we try to follow evidence based guidelines here.
It's also important to realize that when you're looking at the effects they're discussing in the studies, the differences are statistically significant but the effect sizes are small enough that their clinical significance is not as well established. I would not blame immediate cord clamping as a cause of brain damage. Oxytocin is well studied but there are still many situations where its use is based on a judgement call of potential risks and benefits. Nobody is administered oxytocin without their consent and understanding the indication, expected benefit, likely harms and unlikely but serious harms.
