Lore reasons: preserving the worship of Talos is literally more important than anything else in TES since the Thalmor's master plan is to deactivate the towers and annihilate Mundus. Talos as a god is one of these towers and unlike the rest isn't a physical place on earth that can be destroyed or supernaturally deactivated, as long as the people of Tamriel keep the worship of Talos alive Mundus is safe. Forget about preserving the Empire, that shit doesn't matter. The plan the Thalmor have is much bigger than Tamriel.

A duel, yes, but using the Voice? How many were even capable of using the Voice at that point? Ulfric and who else? The Greybeards? It wasn't a realistic thing to take into consideration and clearly broke the rules of engagement.
