So to answer your question, it cant really be done. All we can do is try and narrow that gap to a minimum standard and that's it. Everyone can go to school for example at minimum. But your piece of shit public school wont provide your kids the same opportunity as those going to private school in Switzerland. Its a minimum standard, that's all.
