France by a mile. Italy is second. Italian food is good, but its best dishes are peasant food, lots of carbs and cheap ingredients prepared well, like lasagna, pizza etc. This is helped by olive oil and wine which is available locally. France has olives in the south, wine, great butter production and dairy. The big difference is that the best of French cuisine is what the aristocracy ate. Eclairs, croissant, the five mother sauces and their derivatives. These are foods that are massively labor intense and so could only come from a society with good local ingredients and aristocracy to afford it.
