Not usually, no. Executive orders can not "go against the wishes of congress". That means it can't go against laws that are in the books, and bills currently being debated in the house or senate. With that said, if a president DOES go against the wishes of Congress, it's up to Congress to do something about it. For example, Obama's stance on weed was done through an executive order.. which goes against laws in the books. Congress did nothing so it stays.

In a meantime, asylum seekers whose asylum claims and who have no intention of showing up for their court hearings will be released into the US never to be heard from again.
