The plan was to try to scare certain kinds of people into not answering the census so that the count would be inaccurate. The guy who came up with this particular plan had laid it all out in documents that were leaked upon his death.
They would scare non-citizens or illegals or whoever into not replying to the census, thus they would not be counted. This was going to give states with fewer non-citizens and illegals an edge in representation because the census is how we determine how many reps each state gets.
If the documents had not been leaked, then the Trump administration would probably have won in court. Instead, they tried to do a song and dance about their intent and the court, aware of the evidence, saw right through it.
