It has to be a high punishment because a lot of people get away with it. If we had total control and could see everyone all the time, I think a two year punishment would be better. But we're not that safe yet. She could be carrying any kind of disease, someone could be allergic to her spit, anything. She exposed the public to massive unknowable risk.
