Not true. The only party outlawed was the KPD, the communists after the Reichstag Fire. The other parties, most of which were either right-wing and/or nationalists wound up getting folded into the NSDAP. At the time, it was believed that the Reichstag Fire was a prelude to an attempted communist insurrection, like what happened in 1918.

Fun fact: In the 1933 elections, if Germany used the same electoral system as the US and the UK, the NSDAP wouldn't just have had a majority, they would have won every seat in the Reichstag.
