With the rise of the internet, people in rural shitholes realize how much they suck and want move to cities. So cities have higher housing demand. But local homeowners dont want to pass zoning to allow more building because restricting the supply of housing raises their own home's value. Its basically all just local NIMBYism. The easiest way to fix it would be passing state laws that allow some kind of regional zoning, but that could only happen if enough poor young people move to a state to outvote the boomer homeowners.
