Owners do not want a deregulation, because that'd devaluate their property. This is true for the owners of the building land, for the owners of built flats, houses, etc., and for the owners of companies, building new flats, houses a.s.o. It's a speculative game; higher taxes on fallow land could solve the problem.

This won't solve the problem because the factors which discourages the Creation of new 'living space' are still there like for example heavy and unnecessary regulations that makes it very expensive to build something or the fear of getting dispossessed.
So a higher tax on fallow land would probably lead to some shady kind of maneuver where you build something small to evade that tax.
Also I am not sure how much of this fallow land is even available or in fact owned by the government (the old Airport)

the free market only works in the real estate market, when property is cheap and plenty available, so regular people can buy them and build their own homes. In Germany, this isn't the case outside of East Germany.

They either need to depopulate West Germany and forcefully resettle a big chunk of the population in East Germany or elsewhere (which is impossible with the current constitution), or the government needs to build a fuckton of cheap flats. Otherwise, prices will rise even further.

The idea is to remove the regulations so that it's more profitable to build something than to withhold the ground. You want to act against the symptoms which isn't smart because the problem stay the same.
