Usually yes. It's supposed to be a temporary measure to prevent inflation of the item. The ones being subsidized are supposed to keep their prices on the consumer end locked and the government covers the difference. However colleges and the industries related to them are letting the prices rise AND they are taking the subsidies basically getting paid twice for the same products. Same with health care, health care industries are still raising prices and taking the subsidy too.
