Russia and China aren't giving us their earthquake data. It would show weapons testing.
It's that simple, it's not like the USGS has their own equipment in China and Russia. And if they do, there could be some international treaty between us and them that prevents the spread of that info.

He'd be correct, seismometers don't need to be anywhere near the vicinity to read, no point to hide that which is easily recorded anyway. They are located all over Japan, which is proximal enough to pick up any sort of testing.
