Many people - women or otherwise - do get feelings about whether someone is risky or not.
Whether they're accurate or not is... debatable. But the "radar" does exist for many many people.
Some of it might be instinctual, and some of it is likely socialized. It is also going to be mixed up with other signals too - someone can fire the creepy signal but if something else makes them powerfully attractive that creepy signal will be ignored or rationalized away.
