Really that's a good question. Id say no but then again i know next to nothing on imperial Japan. I really should read into how their government worked, but i have yet to find anything good. It's much harder to find than national socialist stuff in germany.

The Japanese had lots of clans fight each other for hegemony, same with the Chinese. For instance, the Liu clan in China started the Han Dynasty, and held a large portion of land during the Three Kingdoms period, but are a nameless people in Communist China. So yes, Japan did have a monarchy, but it was one ruler for one time period. The heart of the Japanese remained the same.
