The gun runner theory makes no sense. Criminals exchange illegal merchandise in warehouses or deserts, outside of big cities, using unmarked trucks. They don't sneakliy haul crates of weapons at the top floor of a luxury hotel in las vegas. Obviously the firearms in a gun deal would be packaged and not pre-loaded with bullets, any exchange of gunfire would be a result of people showing up with their own guns, therefore there is no reason to assume that if an illegal deal goes wrong and results in gunfire then it must be because guns were traded.

Paddock was definitely glowing, this was definitely not a gun deal, and the whole incident was most likely caused by an alphabet agency trying to do "something" not very american and then losing control of the situation.
