Completely switching out the whole avionics package (hardware, software, sensors etc.) is a multi-billion dollar effort. And would require years of testing. Nobody will pay for that unless the F-22 was back in production.

Literally all the branches of the US army is superior to their EU equivalents. The US navy is superior to the entirety of the European navy, same goes for air force and also ground forces.
