No the judge did not rule that Twitter itself had constitutional protection. He ruled that since a public figure (the President) chose to disclose and perform a significant amount of his public communications via Twitter that this specific channel became a de facto governmental entity and therefore can not deprive a citizen of access to communication by blocking.
