If you actually read the bill, you'll find out that it doesn't increase the number of visas offered. Right now there's a limit saying that only 7% of visas per county can be work visas. The same limit applies for family based visas. This bill will increase the 7% limit to 15% for family based visas and eliminate the limit for work based visas.

For example, right now if each county was given 100 visas, only 7 could be given out as work visas and only 7 can be given out for family visas. The bill's change will make it so out of those 100 visas, 15 can be family based and any number of the 100 can be work based.
