Just thinking aloud here. The road to the temple is clearly used by vehicles, since you can see the tyre tracks. The flat area on the ground out the front is big enough to pull in, reverse back, and drive out again, so it seems like a drop-off area (like a porte cochere but not covered). But a drop-off area to such a tiny room? It's clearly not a function centre. This can only give credence to the elevator theory.
