ICE is required to notify the soon-to-be deported, but not the cities where they operate in.
If I had my guess, I would say that you are correct about the "smoke-screen" tactic. ICE IS still conducting arrests out there, but the disclosure of major cities is most likely jusr a bait to get the media to focus in one direction, while our boys root up locations off the grid.
