In rare circumstances, steroid creme or rings similar to ear gauges can be used to solve the problem. In the one in a million case, a small dorsal slit in the rigid band will fix the issue. Circumcision of the entire foreskin is never needed.

It's fused to the head like the fingernail is to the nail bed But more commonly retracts around 8, and can be as late a 16. Before 16 years old, it's impossible to diagnose it because it's perfectly normal behavior for a foreskin.
Doctors additionally give bad advice. They tell parents to clean under it, which is equivalent to ripping the fingernail up, washing under it, and pushing it back down. This causes microtears that lead to phimosis as well
