It's simple democracy (mob rule) 101. Just look at the democratic debates. Democracy ultimately devolves into who can promise more to the voters. When they are promising even handed and just governance this is fine, but when they are promising lavish spending programs and privileged/preferential treatment in governance, it's toxic for the polity. In a system where cities decide the president, the most viable platform for a candidate will be the one which is appealing to city voters. So not only do you have the inherently vote bribing nature of democracy, but the actual ability to use the entire non-urban population as pay pigs in perpetuity because they've lost their political say. What it would be, in effect, is a system akin a oligarchy where the "the capital" lives well with the finest amendments while the rest of the districts struggle to barely get by. Shit, it's similar to a colonial system where the colonies (whose inhabitants are viewed as backwards and superstitious) are plundered for the enriching of the capital and its inhabitants.
