2) any individual is allowed to dissent from that union. they are allowed to become an entrepreneur - freedom of dissent.
3) get these two groups (or subset of groups) to compete to see what works and what doesn't work.
no state shall be allowed to provide the use of force to start/keep any business or association afloat, unless the individual consumption habits of any individual group negatively or positively affects another group.
