My tinfoil-hat-but-serious answer, which I've spent a decent amount of time thinking about recently:

I think we have discovered other sources of energy during WWII and shortly after during the beginning of the space race (a lot of this being Nazi-based technology)--and because of the danger involved with it, these energy developments have been suppressed outside of very closed-off military circles who would only use it as a last-resort weapon against other entities (think ultra-fast and stealthed nuke delivery systems).

Eventually ULA or Northrop or someone will eventually either (1) leak information about this or (2) perhaps in the case of SpaceX or Blue Origin, re-discover the energy production processes and we'll be forced to address it like other gov technologies when they finally hit the open market.

I just think if a government wished to establish bases on other planets, it would force too much attention on the the development of this energy, which the world leadership don't want to allow to be developed because their lives are pretty smooth right now with the world running on oil + the danger and economic and social transforming nature of it.
