If the tanker was by Saudi Arabia there are likely no aircraft or ships nearby to engage them by the time they're within Iranian waters and it becomes tactically geostrategically dangerous to launch an operation.
I'm thinking its more likely the US would deploy if they're nearby if they think its worth it but I'm very unsure. This might work as a diplomatic equalizer for peace talks between the US and Iran or as a casus belli by attacking and seizing it back once its in their territorial waters.
If you pay attention these next few hours might get really dramatic.

It removes all caps for green cards for visa holders from any one country, meaning that groups like Indians on work visas, especially H1b's, that have a shitload of applications in will get almost all those green cards and no one from any other country will ever get one. It is also just another notch being loosened in immigration restriction in general. Even though it doesn't increase the total number of visas or green cards available, the per country restriction will realistically never be re-added so all complaints about Indians taking up all the h1b visas and green cards will be met with calls to increase the total available instead. The bill also removes the per country cap on green cards for EB-5 'foreign investors', which will be immediately monopolized by the Chinese. Again, there will never be any re adding of these restrictions so once the Chinese get 90+% of those there will be calls to increase the total available in the name if diversity.

Trump doesn't want an open war, if he did and he was truly aligned with Bolton we'd be on the ground in Yemen and drawing red lines in Syria with huge troop formations against Assad and Iran. Trump doesn't want a war but he wants to keep them in check and prevent their influence from spreading, which is what he listens to Bolton for.
I'm seriously unsure if this might turn into a war or not, it could be a light merchant conflict with the navy against their trade to force them to a negotiation table or it could be a serious Bolton fantasy conflict, but I think Trump doesn't want to waste that much money and image especially right before 2020.
