You can't say someone is born that way because such behavior can only be defined once they reach a later age. All the psychological literature on the subject says the terms are interchangeable anyway.
They're both just outdated terms whose meanings have changed a lot over time, and at least for psychopathy, that term has been around for so long that it predates psychology as a field. The modern term is "antisocial personality disorder", but most psychological classifications don't really give you a great understanding of someone's personality as a whole, and I've found that people can exhibit sociopathy a lot of the time, but have rare moments of genuine kindness. Maybe it made them feel better, so ultimately it really was about them, but you could then say that about anyone who does something selfless, that they were just doing it because acting in such a way makes them feel good.
People with so called antisocial personality disorder aren't emotionless and cold as some people think either. Basically, they just don't give a shit about other people's feelings, and are willing to take risks playing around with them. They can still be scared or find humor in things, they can experience a wide range of emotions, but they view other people as a means to an end. Also, they have an amazing knack for doubling down on their lies.
Ted Bundy is a great example of the classic sociopath. Even after all the fucked up shit he did, he perpetually doubled down on his lies, and as they were exposed, he just shifted blame to other things, like porn. It's kind of amazing how guiltless they are.
