The Sheriff and most sheriff deputies are friends of the people. The sheriff is the only required law enforcement under the Texas Constitution. Texans could in theory disband their municipal police.

About a year. I know lots of cops because of my past jobs and have two in the family. They always start out gung-ho, end up trying to do their jobs with an arm tied behind their back or punished for doing good work. At the very best they end up doing the bare minimum.
