Women are generally much easier to mold, they want to be agreeable with everyone. Men compete more and that's a problem for the higher ups not wanting to be replaced. Women seek help at the cost of freedom/traditional responsibility too so government continues expanding, their children grow up dependent and moldable for government institutions too.
