Well it does not seem to bother them giving the money for them but its a problem if that same money goes to their own nations walls.

The same obstructionist want to stop all help to the migrants because they don't want to solve the issue, they want to manipulate the image as Trump's failure. All while they are funneling out TAX PAYER money into their greedy hands.

The federal government is divided into three branches: the legislative branch (Congress), the executive branch (the president), and the judicial branch (federal courts). There are also two other unofficial branches: the bureaucracy/intelligence/MIC ("deep state"), and the news media. Without agreement from all three official branches, nothing can be done legally. It's literally specified in the Constitution. The two unofficial branches have no legal authority, but in practice they can block any action too. Trump would need to control all five branches to finish the wall.
