Cast iron steam heat is superior for heating compared to the garbage electric and forced hot water applications. Steam heat even at 1psi is considerably hotter than the water that would be pushed to radiators. Also, this is not a euro thing. My entire house is full of cast iron, and they get hot as fuck, and stay hot for hours.

In America people like to tear down older homes and put up cardboard boxes in their place. It's not cheap to put a HVAC system in a home not designed for one. Especially apartment buildings. Radiators systems are cheap to install with just a bit of drilling, there are two thin tubes going to the boiler. HVAC requires a duct system.

Most of Europe has cold or mild climates so cooling isn't really necessary.
