When the centers are finished, the refugees need food on a day-to-day basis. The state offers the tenders to their businessmen friends, who then also get money for subsidizing humanitarian relief from the EU itself (at the end of the day, for every refugee you pay something like 10-15 euros, yet you receive 100 from the EU and the state).

People don't realize the amount of money that we're talking about when we are looking at this sort of thing. Ideology is not the only factor in this.
