The only time the debt goes down is when Republicans have a super majority in the Senate for passing the annual budget, otherwise they end up having to capitulate to the Democrats in order to get a budget passed.

The president does not have the power to lay or collect taxes nor to spend money. This power is solely delegated to the legislature.

Debt is not bad. Every country owes every country money at different interest rates. Borrow from China at 2%, lend to Panama at 5%. The us makes money off of it's debt. Lowering it makes the country less money.
