Well, I think what is deemed the 'authoritarian' aspect is that he thought that, since all power except the power the elect is given to the state, that when the state does something, it isn't suspect to debate. He also wanted for the state to be able to sue the press for slander, just like an individual could sue the press or another individual.

I believe that autarchy is Belgium's biggest problem. We lack a lot of natural resources. Therefore, I believe that if the Benelux reunited (just like in the 17th century) it might provide substantial benefits in terms of resources and space (Belgium is one of the most densely populated countries of Europe). Although that's only one solution, I'm trying to think of other ones.
