Europe needs to get back on the world stage - in a big freaking way. We gotta have powerful military assets. Carriers are wonderful, and can put pressure on evil countries.

If the Europeans wanted then they could absolutely build blue water navies capable of significant force projection. Of course, the robust European welfare state limits the amount of money that could be spent on armaments. Britain and France in particular could each float four aircraft carriers of the Queen Elizabeth or Charles de Gaulle class along with the requisite support vessels necessary to maintain their operations.
But they won't.
And unfortunately it's probably going to be necessary in the coming decades with the realities of global energy flows. Some European nations are going to have to interface with their former colonies to acquire the energy supplies necessary to keep their economies afloat.
