In a democratic vote, the people of wyoming have 0.2% of an influence in the election, where in the electoral vote they have roughly .5%. Only one fix for the EC is needed. Make every state assign EC voters in proportion to how the population voted.

CA has 55 EC votes, but with a 60/40 split, currently 60 gets 100% of the votes, while the 40 gets 0%.
A better way would give 33 votes to one side and 22 to the other.
