I think this was part of the reasoning for bringing people from the Middle East into Europe. I've heard that Kissinger is banned from Israel due to not telling them something while he was Secretary of State. He needed to not tell them for negotiation sake as well as his duties as "His Excellency" (an old title for for ambassadors and secretaries of state) for USA, you would presume they might of warned them but apparently he didn't and it caused some strategic failure.
anyway allegedly they never forgave him, he says he did it only because he had to not so much out of secrecy but the negotiations themselves
