Exactly, this is the problem. If certain countries make an effort to fight it, as in reducing carbon emissions, reducing consumption, reducing manufacturing, it'll result in downward economic pressure or possibly even a recession if it's not handled correctly.
At the same time certain competing countries, namely China, aren't under any obligation to follow suit, so they could potentially go the other direction, ramping up manufacturing, ramping up consumption, essentially creating a net-neutral global effect regarding climate impact, while at the same time catapulting themselves ahead economically.
No one doubts climate change, but it's extremely difficult to deal with on a global scale, I'd say borderline impossible without major negotiations and agreements between all major countries and an assurance (perhaps backed by threat of military action) that the agreement would be adhered to by all parties.
