Mueller is a by the books company man. He hates donald trump but he can't go out of his way to make shit personal and shit on Trump without cause. So he is delivering the results of the investigation as best he can while still not quite crossing the line of personal attacks on trump.

He can't say anything that is not based in evidence or truth so he is staying quiet whenever something is tangentially related to an on going investigation.

Yeah this. They built up this guy like he was the cop protagonist from some crime-thriller who jumped on the top of cars of the bad guys. Mr. integrity, he was gonna get to the bottom of all of this. He was gonna expose Putin and Trump. He was gonna prove that Trump colluded with the evil Russians and lock him up. He was the super cop, brilliant, competent and sophisticated. This PR campaign also worked so well for him because they brainwashed the masses every single day and he never spoke a word which made him look mysterious and cool.

I think this is right. It also explains why he was more cogent in the later hearing, which was about personal opinions of Trump and his behavior ("ethics") on the campaign. Here he was much more free to speak his mind, and he sounded much clearer, and he was readily showing his disgust for Trump saying he should be investigated for aggrandizing wikileaks (putting aside the implications of that) alone.

Mueller did his job by releasing the mueller report full of innuendo to harm the president. He wanted to be able to disappear and let dems handle the rest. However, he couldnt put lipstick on that pig. The report was too shit to do anything. He couldnt flat out lie on anything that would lead to a court case because then he would put himself in legal trouble. This was they main reason he wanted nothing to do with testifying before a dem house. He cant lie on something that is trstable in court so he has to be deliberately vaguel then dems are so desperate that they dragged him up there hoping that he would say a soundbite they could play over and over.

This whole thing was a massive propaganda campaign. They knew they could not win. They knew there was nothing there. ...

When he's found innocent of any wrong doing, they simply attribute it to "The legal system letting us down again" because they were bombarded with the false narrative for 2 years and never bothered to pay attention or research anything beyond 30 second clips and news paper headlines they saw in the supermarket.
