No that tempering is absolute shit, there's fucking huge pieces and small ones. This create uneven tension on the glass surface. We don't know if it broke while the guy was resting his arms on it or just put on the cold water after having finished washing his face with hot. Tempered glass is basically straining to break itself at all time, that's what normally gives it it's characteristics.
