You might even be able to force the playback speed down to 98.2% on the command line. But I always thought it would be a fun side-project to identify fundamental frequencies that are within a semitone of where they should be and shift the playback speed automatically. It might require analyzing the whole track beforehand rather than trying to do it in realtime, but that's no big deal. It would help a lot for when you want to play along with something that's out of tune without having to constantly stop to retune to the recording (if your instrument can even be easily retuned on the fly).

Regarding the Beatles, apparently what happened is that McCartney (or Faul, lolz) wrote 'Hey Jude' on one window of the Apple Boutique and 'Revolution' on another because they were the next singles coming out from the band. A jew walking past, got triggered, and smashed the windows.

It's probably worse for people with perfect pitch hearing. It does bug me if it's too far off, especially low notes where feel the fundamental, but I don't really have a problem shifting up or down a semitone.
The dank way to do it would be to shift the frequency right at the DAC, but most hardware isn't set up to be able to fine-tune that. The wide availability of 96kHz sample rate hardware, though, makes it easier to do a decent job in software. The early software approaches like they used in house and techno from 20 years ago are all full of ugly hiccups and glitches compared to today's smoother sounds. If you consider how long autotune for vocalists has been around, it shouldn't be that big a deal to do effectively the same thing but without it sounding like a robot. Just a matter of somebody taking the time to put the pieces together and making it easy for non-experts.

Changing the DAC sampling rate is the kind of thing where at best you could find audio nerds who know how to use soldering irons and provide instructions for modifying popular equipment or selling kits, and even then you're probably looking at something microcontroller-based and doing the shifting all in the device itself because otherwise you're looking at a whole additional can of worms introducing a new whole side channel over USB or whatever and having to deal with endless custom driver problems.
So it's kind of a substantial undertaking just to make it something for hardcore hobbyists. I've thought about going the all-software open source route a few times, but I just don't have the same spunk and drive I used to.
