All school should be free, since it is worthless now. There should be fixed prices on universities and how much they can waste. The ballooning cost of education has not gone into teacher FYI. What's "improper" about a high school diploma? You do have all of the tools you need to survive well before you graduate high school. Going to college is not mandated because it's not NECESSARY. You can get a job at call centers with a high school diploma (or even a GED in many cases). You can take up an apprenticeship with literally nothing (if the person who takes you in doesn't think you need it). So on and so forth. You DO receive a proper education before you graduate high school. Anything more is for a specific path you want to take, not a path you MUST take.
