In the edition of the Laws of the U.S. before referred to, there is an amendment printed as article 13, prohibiting citizens from accepting titles of nobility or honor, or presents, offices, &c.; from foreign nations. But, by a message of the president of the United States of the 4th of February, 1818, in answer to a resolution of the house of representatives, it appears that this amendment had been ratified only by 12 states, and therefore had not been adopted. See Vol. IV of the printed papers of the 1st session of the 15th congress, No. 76." In 1854, a similar note appeared in the Oregon Statutes. Both notes refer to the Laws of the United States, 1st vol. p. 73 (or 74).

Corwin Amendment is still alive and can get approved by the states.

It would make "domestic institutions" not subject to federal law. It would be a great way to eliminate all the federal mandates about abortion-rights, faggot-rights, same-sex-marriage rights, miscegenation rights, etc. States could regulate the domestic affairs of their own citizens and outlaw whatever nonsense they wanted to outlaw. It doesn't mention "slavery" so there is no reason why states have to interpret it that way. It was ratified by a couple of states already back in 1861 - just needs a few more states.

Do we need this? The Title of Nobility/Emoluments Clause in the constitution says the same thing. Article I, Section 10.
