He was mixing drugs and has long (20 years?) history of using cocaine.
He tried to run into traffic, then tried to escape the cops when the restrained him.
The cops restrained him too long and didn't respond correctly when he pretty obviously was losing consciousness.

The man died of cardiac arrest due to the cocaine in his system. The paramedics arrived and made the situation worse by giving him a sedative when he was already unresponsive. If they EMTs knew what they were doing they would have administered Narcan and attempted a revival. If there is anyone to blame other than the person who willing used drugs its the poorly trained paramedics that not only made no attempt to save the man made it worse by mixing drugs.

The cops did what they are trained to do. They restrained the man until paramedics arrived. They restrained him in a way that thousands of people are restrained by yearly and nothing ever happens. The man put himself in this situation, the cops didnt force him to use drugs or act out. Shit they didn't even restrain him until he started to kick about and made an attempt at running.
